1300の「イルボネパラム」朝鮮語放送は9465と9950kHz、いずれも台湾送信、9465kHzは強力である。9950kHzはAIRにつぶされているが1315からは良く聞こえている。
9940kHzには依然としてCNR1が2波出ているが、妨害すべき放送は出ていないはず。ここに出ていたRFAチベット語は9315kHzに動いている。
1330の「ふるさとの風」は9950と9705kHz、久々この時間も台湾送信は健闘している。北朝鮮人権問題啓発週間について、12月10日の国際シンポジウムと北朝鮮向けラジオ放送「ふるさとの風」「しおかぜ」共同公開収録の開催が案内されている。この模様は短波放送で生中継される。
The Government of Japan is to host an “International Symposium -International Cooperation to Seek the Accountability for Human Rights Violations in North Korea, Including the Abduction Issue-”
North Korean Human Rights Abuses Awareness Week is held every year from December 10 to 16 to increase interest and awareness of human rights abuses by North Korea, including the abduction issue.
　
　With the swelling momentum in the international community to call on North Korea to improve its human rights situation and resolve the issue, the Government of Japan is to host an “International Symposium -International Cooperation to Seek the Accountability for Human Rights Violations in North Korea, Including the Abduction Issue-” which invites Mr. Marzuki Darusman, the former UN Special Rapporteur on the situation of human rights in the DPRK and experts on this field, and will discuss possible way of policy coordination and collaboration in the international community to effectively seek accountability for human rights violations in North Kore. We look forward to your participation.

1300の「しおかぜ」は6145kHz、同波の中国語と激しい混信、ジャミングは出ていると思われるが弱くて良く分からない。水曜日は朝鮮語放送が出ている。1326:25に「日本政府からのメッセージ」が出ている。後半1330も朝鮮語。
1405の「しおかぜ」は5910kHz、ジャミングが強く聞きづらい。この時間は日本語放送で先週1330に放送された「ふるさとの風」が出ている。

1430の「ふるさとの風」は9560と9960kHz、パラオ送信だけが強力に聞こえている。懐かしい日本の歌「肩たたき」で始まった。拉致問題解説は増元るみ子さんについて。1978年8月12日鹿児島県吹上浜で市川修一さんとともに拉致された。二人は1979年7月20日結婚し、1981年8月17日死亡したとされる。何の前触れもなく心臓マヒで死亡したというのはいかにも不自然であり、2002年北朝鮮の捏造死亡診断書で死んだことにされてしまった。
ふるさとの声は増元るみ子さんへ。お姉さん平野フミ子さんから2016年3月福岡西鉄ホールで開催されたふるさとの風公開収録したメッセージ。続いて平野フミ子さんから2015年9月東京で開催された「最終決戦のとき！不退転の決意で全員救出を！国民大集会」における訴えが出ている。18年たってもたった8人しか帰国していないと深刻な訴えである。同じく2015年8月日本政府収録のビデオメッセージから。
続いて中学生時代の同級生メイソンSもと子さんの訴え、小中学校の同級生苅谷達郎さんのメッセージ、いずれも2013年2月の収録である。
今日の一曲は、1976年のヒット曲沢田研二「コバルトの季節の中で」、1978年秋から約一年間、蓮池由紀子さんと増元るみ子さんが北朝鮮で一緒に暮らしていた際、由紀子さんがるみ子さんによく歌っていたという。この番組は2016年4月28日、5月7日、16日、25日、6月3日、12日、21日、30日、7月27日、8月5日、14日、23日、9月1日、10日、19日、28日、10月16日、25日、11月3日、12日、21日と同じ内容である。
